Completed Development
Design works are completed so the team can break ground, and the site is cleared. Services are disconnected, welfare cabins and site hoardings go in, and pile proving begins.
The piling mat is completed in late April, followed by the pile cap foundations and ground floor slab. Design of the steel frame continues, and the fire strategy and acoustic reports are issued.
Below-slab drainage is completed, along with the ground floor concrete slab and the columns up to the first-floor podium. Manufacture of the lightweight steel frame begins.
The first and second-floor slabs are completed and installation of the internal steel frame begins. External and internal walls and the precast concrete stairs make good progress.
The lightweight steel frame reaches Level 7 and metal decking begins on Level 6. Wall installation and pre-fit-out mechanical and electrical works move forward.
External façade works begin, including brickwork and window installation. Inside, partitioning, boarding and mechanical and electrical first fixes begin on every floor, along with kitchen and bathroom installation.
Brickwork and cladding now extend across all elevations. Kitchens, bathrooms, flooring and decoration are well underway, and snagging begins on several floors.
Brickwork and cladding are largely completed, and roof works, including safety systems and waterproofing, are finished. Final snagging and decoration near completion on the lower levels, while lifts and service connections reach their final stages.
Painting, tiling and wall and floor finishes are completed, along with external landscaping and public realm works. Service connections are finalised, and Miller’s Place reaches completion as the first finished block of the Heap’s Mill development.
Miller’s Place is a 10-storey residential building with 104 apartments, made up of Manhattan Style apartments and one- and two-bedroom homes. It is the first completed block of Heap’s Mill, a £120 million regeneration scheme where Liverpool city centre meets the Baltic Triangle.
Heap’s Mill centres on the restoration of the Grade II-listed Heap’s Rice Mill, one of Liverpool’s oldest dockside buildings. Miller’s Place was designed by Falconer Chester Hall to sit sympathetically beside the mill. Its exterior pairs Flemish bond brick detailing with aluminium cladding, so the modern building complements the heritage architecture around it.
The building is now complete and home to residents. Once the full masterplan is delivered, it will be one of four residential blocks at Heap’s Mill, alongside a four-star hotel and the restored mill. The mill will be the centrepiece of the development, with a spa, rooftop terraces, a café-bar, a museum and a gym.
The apartments at Miller’s Place combine contemporary design with a warm, welcoming feel. Open-plan living areas make the most of space and light, with sleek fitted kitchens and high-quality finishes. A calm sleeping area and a stylish bathroom complete each home, which is designed for comfortable everyday living.
Inside, the apartments are finished with quality flooring, tiling and joinery, and each one is sold fully furnished.
Miller’s Place also uses low-carbon technologies, including solar panels that generate electricity and air-source heat pumps that transfer heat efficiently. These help keep energy bills and service charges down for residents.
Miller’s Place is on Park Lane, where Liverpool city centre meets the Baltic Triangle. The wider Heap’s Mill development is a new landmark linking the Baltic Triangle with Liverpool ONE and the Royal Albert Dock on the waterfront.
The Baltic Triangle is right on the doorstep. This creative and digital district has more than 500 businesses and 3,000 employees, and more than £128 million has been invested in its regeneration. The Times has named it the coolest place to live in Britain. Close by are the bars, restaurants and independent businesses of the Ropewalks, Europe’s oldest Chinatown and the Grade I-listed Bluecoat.
Liverpool ONE, the UK’s largest open-air shopping centre, is only a short walk away. So is the Royal Albert Dock, Liverpool’s most-visited tourist attraction. The Central Business District and the £5.5bn Liverpool Waters regeneration are also within easy reach.
Liverpool Central station is nearby, with Merseyrail services across the city region. Planned improvements in the Baltic Triangle include a new Merseyrail station and better cycle and pedestrian routes, which will make the area even better connected.
Based in Liverpool, Legacie is a property developer delivering residential and regeneration-led schemes across the North West and beyond. Its portfolio spans apartment developments, mixed-use projects, and the transformation of existing buildings, with a focus on creating contemporary homes and bringing underused urban spaces back into use.
Legacie’s integrated approach brings together development, construction, and property management, allowing the business to oversee projects from initial planning through to completion and occupation.
Miller’s Place reflects this approach. The specialist Legacie Contracts team managed construction, with funding from Merseyside Pension Fund. The building was the first of four residential blocks at Heap’s Mill, delivering 104 apartments next to one of Liverpool’s oldest dockside buildings, and every apartment was sold through RWinvest, Legacie’s exclusive sales partner. As the wider masterplan continues, Miller’s Place marks the first step in bringing the historic Heap’s Rice Mill back to life.

It will be my third investment apartment with RW Invest and I cannot recommend them highly enough. Sean Orrett and Chloe Walker really do go the extra mile. Chloe in particular helped me through a particularly hard time with solicitors and all the paperwork that was involved. Living in a different country and negotiating all the nuances that come with investing, she negotiated with ease and gusto. A big thanks to you both.

Daniel Stewart, has assisted me every step of the way. This is my first property purchase and so took Daniel up on his offer to guide me through every step no matter how small. I felt comforted to have his assistance in documents I needed to both understand and sign. Couldn't be happier with the help and customer care I have received so far.
